The Arc: From Liquid Markets to Locked Surfaces Compute, models, and distribution all got less “liquid” this week. Not in the sense that supply vanished overnight, but in the sense that the mechanisms of access are hardening: longer-term CPU commitments in China, tighter export controls, sovereign AI missions that turn capacity into state procurement, and DMA enforcement that prices “default placement” like regulated infrastructure. In parallel, model work itself is getting treated like production infrastructure, eval harnesses can now touch real third-party systems, and provenance is drifting toward sanctions-grade scrutiny.
The implication is operational: the stack is being governed through contracts, controls, and enforcement more than through feature competition. If you’re still planning as if you can buy compute on the spot market, swap vendors late, or treat “evaluation” as a safe category, you’re building fragility into your roadmap. In your next leadership meeting, ask: which dependency, compute supply, model lineage, distribution channel, or agent permissions, would force a rewrite if it tightened by 20% this quarter?

CAPABILITY & PRICING
Frontier performance is getting cheaper, and more specialized, fast enough to change procurement cadence.

Signal: Model selection is shifting from “pick a best model” to “route workloads across a menu”, and the price/performance curve is compressing on a 6–8 week rhythm.
Action: Rebuild your model policy as a routing policy, default to cheaper tiers, reserve frontier for edge cases. Renegotiate contracts with repricing checkpoints, not annual assumptions.
INFRASTRUCTURE & SUPPLY
Procurement behavior is changing, scarcity is being managed through commitments, not just price.

Signal: Capacity planning is becoming policy-aware and contract-shaped, spot-market assumptions are weakening across both chips and cloud reliability.
Action: Ask providers what portion of forward CPU supply is already committed and what that implies for renewal pricing. Add a substitution plan, instance families, regions, and CPU/GPU mixes, before you need it.
VERTICALIZATION
Hardware and model roadmaps are getting welded together, portability becomes a margin decision.
• Google, reportedly developing “Frozen v2,” a server chip integrating Gemini blueprints with a 2028 target, per The Information • AMD, leaned into a Cerebras partnership and Helios systems as a bet on heterogeneous inference, per Business Insider
Signal: “Cloud choice” is drifting toward “hardware trajectory choice”, and heterogeneous accelerators are back on the table as a first-class architecture pattern.
Action: Tag which products are inference-margin sensitive and run a portability drill, move a production-like workload across two providers and document blockers. Don’t wait for the chip cycle to force the decision.

SECURITY & CONTAINMENT
Agents and eval harnesses now have real blast radius, security teams need to treat them like production systems.

Action: Implement default-deny egress for eval harnesses and rotate agent credentials. Define a break-glass policy for defensive agents, who can invoke it, for how long, and what gets logged.
GOVERNANCE, PROVENANCE & LIABILITY Model lineage is becoming enforceable, through sanctions posture, courts, and procurement friction.

Signal: The compliance center of gravity is moving from “policy statements” to chain-of-custody, training lineage, distillation claims, and monitoring obligations are converging into auditable requirements.
Action: Write a one-page lineage narrative for every production model and fine-tune, data classes, distillation steps, access controls, and where inference runs. Expect this to become a sales artifact, not just a legal file.

NATIONAL MISSIONS & SCIENCE FUNDING
AI-for-science is being treated as national infrastructure, creating standards and procurement gravity.

Action: Pull the project map into BD and product planning, identify one workflow you can pilot with a research partner in 30–60 days. Separate model choice from control plane choice so sovereign constraints don’t force a full-stack swap.

CAPITAL FLOWS & DEFENSE
Defense autonomy is now venture-scale, and it’s pulling dual-use capability into commercial timelines.

Signal: Physical AI is becoming a supply chain, manufacturing partners, embedded compute choices, and data capture pipelines matter as much as model architecture.
Action: Pick 3–5 workflows with structured tasks and clear success metrics, then demand vendor clarity on spares, MTTR, field support, and warranty terms. Treat training data as a first-order asset, budget for capture and labeling early.

ENTERPRISE SOFTWARE & ORG DESIGN
SaaS is repricing around AI leverage and margin discipline, buyers will demand proof, not narratives.
• Monday.com, planned to cut 20% of its workforce (~600 employees) tied to an AI work platform pivot, per The Information • Amazon, shuttered its AGI Lab as part of layoffs in its AGI unit, per The Information
Signal: “AI platform” is becoming an operating model claim, org design and cost structure are now part of the product story customers evaluate.
Action: Pressure-test renewals by asking for workflow-level AI usage metrics, governance controls, and roadmap commitments. Internally, quantify where human review becomes the bottleneck if automation volume rises.
INTERFACE, DISTRIBUTION & COMMERCE Distribution is being regulated, politicized, and productized, defaults are no longer just UX.

Signal: Distribution is becoming a governed surface, regulated in the EU, bundled into loyalty programs in commerce, and pulled into geopolitics through trade posture.
Action: Quantify revenue exposure by channel and define a threshold where you must diversify. If you run a platform and compete inside it, document neutrality principles now, assume scrutiny increases.
CONTRARIAN SIGNAL
“Open source wins” is not a strategy. Governance capacity is.
• Meta, Nvidia, Microsoft, a16z, and others, signed a letter defending open-source AI as a cybersecurity asset, per The Information
Signal: Political cover for open models is strengthening, but the operational burden shifts to the adopter, threat modeling, provenance, and containment don’t get outsourced to a letter.
Action: If you plan to adopt open weights, treat it like running critical infrastructure: lock down weight access, document lineage, and implement runtime controls. Don’t confuse “permission to adopt” with “readiness to operate.”
WHERE TO START THIS WEEK

Write your chain-of-custody page. Produce a one-page artifact for each production model: training data classes, fine-tunes, distillation steps, where inference runs, where logs live, who has access. If you can’t hand it to a customer or regulator without edits, you don’t have governance, you have hope.

Rebuild model spend as routing, not selection. Implement a tiered routing policy across “cheap-fast,” “secure-specialized,” and “frontier” models, then measure quality and cost per workflow. If your default model is still your best model, you’re paying a tax.

Harden your agent boundary like production. Inventory every tool-using agent and eval harness, then enforce default-deny egress, least-privilege credentials, and a kill-switch protocol with forensic logging. If an agent can touch third-party services, it’s already in your incident response scope.
THE QUESTION
Compute is being reserved. Models are being repriced and specialized. Distribution is being regulated and politicized. Agentic systems are turning “evaluation” into a live-fire security domain.
