The Arc: From “Best Model” to “Governed Stack” The week’s moves weren’t about a single breakthrough. They were about AI becoming legible to institutions that already know how to govern risk, finance-style supervision proposals, procurement checklists that harden into de facto standards, and operational controls that look like identity, metering integrity, and audit trails.

At the same time, the stack kept fragmenting. Models by jurisdiction. Devices by regulatory tolerance. Compute by power politics. Agent execution by credential primitives and sandbox layers. The implication is practical: “AI strategy” is now a portfolio of dependencies you can explain, defend, and swap, not a vendor choice you can set and forget. In your next leadership meeting, ask: where are we still relying on informal norms, vendor stability, policy drift, billing correctness, talent mobility, that are now being formalized through courts, regulators, and procurement?
