The Arc: From Capability to Enforceability

The week clarified a structural shift that’s been building all year: frontier capability is no longer the limiting factor. Enforceability is. Access can be revoked on a date certain. Agents can persist long enough to become an incident class. Compute is being contracted like infrastructure. And regulators are treating AI not as “software,” but as an interface layer that shapes markets, information, and safety outcomes.

The implication is operational, not philosophical. Your AI program is now judged by what you can prove, what you can contain, and what you can keep running when upstream terms, outages, or oversight change. The practical question for a leadership meeting: where are you still shipping AI as a feature, when the environment is forcing you to run it like governed production infrastructure?

  • Turn compute into a plan, not a bill. Produce a 12-month throughput forecast tied to product usage and internal automation goals, tokens/day, peak concurrency, latency SLOs, and data movement assumptions. Use it to compare on-demand vs committed vs dedicated capacity, and add deliverability clauses before you sign anything long-dated.
